If you feel Outlook is not starting for a specific reason and you want to rule any addons out of the equation this command line may be of value
Go to start Run and enter
outlook.exe /noextensions
This causes all addins to not load, you can then start them automatically once Outlook is opened to confirm if you have an issue with an Addon.
